Purpose
To protect fragile seabed ecosystems. This MPA protects the Tehuantepec Trench (Mexico´s deepest point at 6721 meters below sea level); Mexico´s highest concentration of seamounts, including the Mathematicians Seamounts; the lower reaches of the Banderas, Petacalco-Lázaro Cárdenas, and Ometepec grand marine canyons; the geologically active East Pacific Rise, where new marine floor is constantly created by the presence of hydrothermal vents; and deep sea habitats surrounding the core and Buffer Zones of the Revillagigedo Archipelago, already included on the UNESCO World Heritage list.
Species of Concern: Sperm whale (Physeter macrocephalus), Sea cucumber (Isostichopus fuscus), Pacific topminnow (Poecilia butleri), Common dolphin (Delphinus delphis), Spotted dolphin (Stenella attenuata), Striped dolphin (Stenella coeruleoalba), Spinner dolphin (Stenella longirostris), Pygmy sperm whale (Kogia breviceps), Blainville's beaked whale (Mesoplodon densirostris), Risso's dolphin (Grampus griseus), False killer whale (Pseudorca crassidens), Cuvier's beaked whale (Ziphius cavirostris)
Regulations Summary
Restrictions
1. Authorization from Semarnat, through Conanp, will be required to carry out the following activities within the Biosphere Reserve:
I. Tourist-recreational activities within protected natural areas with vehicles, and
II. Filming, photography activities, capturing images or sounds by any means for commercial purposes as long as it does not require more than one technical support person for the operator of the main equipment.
2. In order to protect the natural resources of the Biosphere Reserve and provide necessary support, the interested party must first submit a notice to the Directorate to carry out the following activities:
I. Research without collection or manipulation of specimens of species not considered at risk;
II. Environmental education that does not involve any extractive activity;
III. Monitoring without collection or manipulation of specimens of species not considered at risk;
IV. Filming, photography activities, capturing images or sounds by any means for scientific or educational purposes, requiring equipment composed of more than one specialized technician as support for the person operating the main equipment, and
V. Research with collection or manipulation of wild fauna specimens. Regardless of the notice referred to in this fraction, the interested party must have the corresponding authorization in terms of the LGVS.
3. Authorization issued by Semarnat, through its various administrative units, will be required to carry out the following activities:
I. Collection of specimens, parts, and derivatives of wildlife, as well as other biological resources for scientific research purposes or teaching;
II. Management, control, and remediation of problems associated with specimens and populations that become harmful;
III. Scientific research and environmental monitoring requiring manipulation of specimens of species at risk;
IV. Works and activities in Protected Natural Areas under federal jurisdiction requiring an environmental impact assessment;
V. Non-extractive use of wildlife, and
VI. Extractive use of specimens, parts, or derivatives of wild species.
4. Productive activities of low environmental impact may be carried out within the Biosphere Reserve, such as fishing with highly selective gear, aquaculture, and tourism, which must have authorization issued by the competent authority and be compatible with the objectives, criteria, programs, and projects of sustainable use and the vocation of the Protected Natural Area. Likewise, activities referred to in the preceding paragraph shall be subject to the provisions of the Official Mexican Standard NOM-064-SaG/PeSC/Semarnat-2013, on systems, methods, and techniques of capture prohibited in fishing in waters under federal jurisdiction of the United Mexican States.
5. Within the Biosphere Reserve and according to the subzoning, only the construction of facilities to support scientific research, environmental monitoring, and for the administration and surveillance of the Protected Natural Area, maritime signaling, infrastructure necessary to comply with the attributions of the Secretariat of the Navy required for external defense, in collaboration for the internal security of the country or to address an emergency will be permitted, always respecting the original natural conditions and not fragmenting the habitat on which the evolutionary development of species depends.
6. Maintenance and construction of infrastructure, in the subzones where permitted, shall be carried out in such a way that it does not involve the removal of sediments, natural population fragmentation, and ecosystems.
7. The development of permitted and non-permitted activities within the Biosphere Reserve shall be subject to the provisions of the subzones.
8. Within the core zones of the Biosphere Reserve, the following are prohibited:
I. Pouring or discharging pollutants into the marine environment, as well as engaging in polluting activities;
II. Modifying water flows;
III. Conducting extractive activities of marine mammals, whether subsistence or commercial, except for capture for scientific research;
IV. Conducting fishing, aquaculture, or extractive use activities of species of wild flora and fauna;
V. Introducing exotic specimens or populations of wildlife, as well as genetically modified organisms;
VI. Altering or destroying by any means or action the feeding, nesting, shelter, or breeding sites of wild species;
VII. Removing chimneys and rocks from hydrothermal vents for geological research or chemical sampling;
VIII. Using trawling methods and other invasive techniques in seabeds;
IX. Using explosives, and
X. Conducting mining exploration, exploitation, and extraction of stone material.
9. Within the buffer zones of the Biosphere Reserve, the following are prohibited:
I. Dumping, pouring, storing, discharging, or depositing waste derived from highly risky activities by virtue of their corrosive, reactive, radioactive, explosive, toxic, flammable, or biological-infectious characteristics, which can affect the ecological balance or the environment; as well as discarding other pollutants, such as insecticides, fungicides, and pesticides, or the containers containing them.
II. Building confinements of hazardous materials and substances;
III. Building final disposal sites or sanitary landfills for solid waste;
IV. Conducting extractive activities of marine mammals, whether subsistence or commercial, except for capture for scientific research;
V. Introducing exotic species, including invasive ones;
VI. Altering or destroying by any means or action the feeding, nesting, shelter, or breeding sites of wild species;
VII. Using any noise-emitting source that alters the behavior of wild species;
VIII. Carrying out any private work involving the construction of infrastructure without the corresponding authorization from the relevant federal authorities;
IX. Modifying or removing chimneys and rocks from hydrothermal vents for geological, geochemical, or geophysical research;
X. Carrying out repairs, major maintenance, and remodeling of boats and engines;
XI. Discharging ballast water and pumping bilges, except in emergency situations;
XII. Removing the seabed or generating sediment suspension, muddy or silty waters;
XIII. Conducting mining exploration, exploitation, and extraction of stone material;
XIV. Using trawling methods and other invasive techniques in seabeds, and
XV. Using explosives.
Allowed
Activities are allowed as indicated in each zone.
