Purpose

To protect mangrove wetlands, large areas of seagrass beds, sandy beaches (known to be turtle nesting sites) and Cades Reef.  Cades Reef is a barrier reef located just a quarter mile offshore and is important to both snorkel and dive operators as well as commercial fishers. 

Species of Concern: hawksbill sea turtle, green sea turtle, leatherback sea turtle

Restrictions

It is unlawful to:
1. Fish or attempt to fish.
2. Take or destroy any flora and fauna other than fish.
3. Dredge, extract sand or gravel.
4. Discharge or deposit waste or any other polluting matter, or in any other way disturb, alter or destroy the natural environment.
5. Construct or erect any buildings or other structures on or over any land or waters.
6. Use or have onboard a vessel, indicating an intent to use within Antigua or Barbuda waters, any net the mesh size of which is less than the prescribed minimum size for that fishery or any other prohibited net or fishing gear.
7. Use or attempt to use any explosive, poison or other noxious substance for the purpose of killing, stunning, disabling or catching fish, or in any way rendering fish more easily caught, or possess or control any explosive, poison or other noxious substance in circumstances indicating an intention of using such explosive, poison or other noxious substance for any of the purposes referred to in the preceding paragraph. Any explosive, poison or other noxious substance found on board any fishing vessel shall be presumed, unless the contrary is proved, to be intended to catch fish.
