Regulations Summary

Restrictions

Contracting Governments must:
1. Ensure prompt transmission to the International Bureau for Whaling Statistics (or other designated body) of all notifications, statistical, and other information required by the Convention in the form and manner prescribed by the Commission.
2. Report immediately to the Commission all special scientific research permits granted to nationals authorizing the killing, taking, and treating of whales.
3. Ensure that whales taken under scientific permits are processed as far as practicable, with proceeds handled in accordance with the issuing government's directions.
4. Transmit to the designated body, at intervals of no more than one year, all scientific information available regarding whales and whaling, including results of scientific permit research.
5. Take all practicable measures to obtain continuous biological data from factory ship and land station operations.
6. Take appropriate measures to ensure application of the Convention and punishment of infractions by persons or vessels under their jurisdiction.
7. Ensure that no bonus or remuneration calculated on results is paid to gunners and crews in respect of whales whose taking is forbidden under the Convention.
8. Institute prosecutions for infractions or contraventions within their jurisdiction.
9. Transmit to the Commission full details of each infraction by persons or vessels under their jurisdiction, including measures taken and penalties imposed. 10. Ensure compliance with the measures in the Schedule.
