Purpose
The site was designated as a bird sanctuary on March 30, 1974 and still serves to protect the endangered Hawaiian Stilt as well as other migratory water birds and native shorebirds.

Regulations Summary
Restrictions
It is prohibited for any person to land upon, enter or attempt to enter, or remain in this area outside of the marked trails. No person shall engage or assist in any fishing activity. No person shall beach, park, or launch vessels. No person shall moor or anchor vessels without the written permission of the board or its authorized representative, except as permitted by the rules of the department or anchoring in cases of emergency. No person shall land, launch, or cause any aircraft to approach within 500 feet of any sanctuary, including airplanes, airships, balloons, gliders, hang gliders, para-gliders, helicopters, parachutes, dirigibles, or other similar means of conveyance, except with the written permission of the board or its authorized representative or in the case of an emergency. No person shall appropriate, damage, remove, excavate, disfigure, deface, or destroy paleontological objects, objects of antiquity, prehistoric ruins, or monuments.
