Purpose
To protect and preserve the natural character of fish, wildlife, plants, coral reef communities and other resources associated with the tidal lands, submerged lands, and waters of Palmyra. This area is home to the second largest red-footed booby colony in the world. This atoll also hosts significant populations of brown boobies, masked boobies, and black noddies.
Species of Concern: Green sea turtle (Chelonia mydas); Hawksbill turtle (Eretmochelys imbricata); Red-footed booby (Sula sula); Brown booby (Sula leucogaster); Masked booby (Sula dactylatra); Black noddy (Anous minutus); Corals (Scleractinia)
Regulations Summary
Restrictions
Commercial fishing is prohibited within the Refuge and Monument. Recreational fishing is restricted to limited fishing for bonefish.
Allowed
Limited recreational bonefishing is allowed on a catch and release basis and when accompanied by a FWS approved Resource Monitor to act as a guide. Open areas vary depending on time and location and are determined by the Refuge Manager. No more than 8 anglers with 4 guides are allowed on the Refuge at one time. Catch rates are monitored through daily logs.
