Purpose
The Pacific Islands Heritage Marine National Monument was established to protect the unique and fragile marine ecosystems, cultural resources, and biodiversity of remote U.S.-affiliated islands and atolls in the Pacific Ocean. The monument preserves critical habitat for seabirds, marine mammals, sea turtles, coral reefs, and deep-sea ecosystems, many of which are found nowhere else in the world. It also safeguards areas of cultural and historical significance to Pacific Island communities and promotes scientific research, conservation, and traditional ecological knowledge.

Regulations Summary
Restrictions
1. Commercial fishing is prohibited.
2. Non-commercial fishing is prohibited, except as authorized under permit and pursuant to federal procedures and criteria.
2. Permits may not be transferred.
3. Commercial fishing outside the Monument and non-commercial fishing within the Monument on the same trip is prohibited.
4. Commercial restrictions may be subject to change pursuant to Presidential Proclamation of April 17, 2025 (Unleashing American Commercial Fishing in the Pacific) following the completion of the formal rulemaking process for changing the current fishing rules.
