Purpose
The Pacific Islands Heritage Marine National Monument was established to protect the unique and fragile marine ecosystems, cultural resources, and biodiversity of remote U.S.-affiliated islands and atolls in the Pacific Ocean. The monument preserves critical habitat for seabirds, marine mammals, sea turtles, coral reefs, and deep-sea ecosystems, many of which are found nowhere else in the world. It also safeguards areas of cultural and historical significance to Pacific Island communities and promotes scientific research, conservation, and traditional ecological knowledge.

Regulations Summary
Restrictions
1. Commercial fishing is prohibited.
2. Non-commercial fishing is prohibited within 12 nm of emergent land within the Monument, unless authorized by the U.S. Fish & Wildlife Service, in consultation with NMFS and the Council. For the purposes of this subsection, consultation means that the U.S. Fish & Wildlife Service will consult with NMFS, which in turn will consult with the Council.
