To preserve and protect the exposed sandy beaches, offshore reefs and rocky subtidal habitat, and rocky bottom dominated by urchins, giant kelp and surfgrass.

Allowed
An exemption to the reserve, where commercial and recreational take of living marine resources is allowed, lies just outside the boundaries of this reserve in Cuyler Harbor and is mapped as CA138a.
