Purpose
Areas of Special Biological Significance (ASBS) have been established to maintain or improve water quality in designated areas that contain marine life of special significance and an unusual variety of aquatic life. ASBS cover much of the length of California's coastal waters and are the basic building blocks for a resilient coastal environment.

Regulations Summary
Restrictions
Waste (including thermal) shall not be discharged to areas designated as being of special biological significance. Discharges shall be located a sufficient distance from such designated areas to assure maintenance of natural water quality conditions in these areas. Commercial and recreational boating and fishing are subject to any state and federal regulations applicable to the waters in that area, i.e. marine fishing, marine protection areas, conservation zones, etc.
