Purpose
To protect the largest coral structure in the Gulf of Mexico, as well as the only reef in the state of Yucatan. This area is important area for the preservation of endangered and endemic species as well as economically important species.
Species of Concern: Red mangrove, black mangrove, hawksbill turtle, leatherback turtle, loggerhead turtle, green sea turtle, elkhorn coral, staghorn coral, lobsters, groupers
Regulations Summary
Restrictions
1. In the navigational channels, the following is prohibited:
I. Recreational sport diving (free and autonomous) for observation of marine flora and fauna
II. Recreational sport diving (free and autonomous) for sport fishing
III. Installation of tourist infrastructure.
2. Users and in general all people who enter the Park, are obliged to comply with the provisions established in the General Law of Ecological Balance and Environmental Protection, National Water Law, General Law of Fisheries and Sustainable Aquaculture, the decree by which the Arrecife Alacranes National Park is created, the Management Program, these rules and other legal and regulatory provisions applicable to the matter.
3. Park users must comply at all times with the observations and recommendations made by Park and SEMAR personnel within the scope of their respective powers, related to ensuring the protection and conservation of the area's ecosystems, as well as to the maintenance and use of the facilities.
4. All vessels entering the Park must fully comply with the provisions of the SCT, as indicated in the corresponding National Maritime Safety Certificate. In the case of foreign vessels, they must comply with the applicable legal provisions on the matter.
5. Users and in general all people entering the Park must respect the signage, buoys or beacons, and must notify the Park Management of any damage to them.
6. In case of emergency, the repair of engines or other equipment that may result in fuel or oil spills must be carried out avoiding spillage of the same in order to avoid damage to ecosystems and/or ecological imbalance.
7. Vessels must have grease traps or other similar mechanisms that prevent bilge water from mixing with fuel, grease and oil.
8. For the proper development of activities that require a permit or authorization for their execution within the Park, users must present said document as many times as required, before the corresponding authorities, for inspection and surveillance purposes.
9. Authorization from SEMARNAT, through CONANP, will be required to carry out the following activities:
I. Filming, photography and capture of images or sound by any means, for commercial purposes (homoclave CNANP-00-004)
II. Carrying out recreational tourist activities with vehicles (homoclave CNANP-00-014-A)
III. Carrying out recreational tourist activities without vehicles (homoclave CNANP-00-014-B)
10. Authorization will be required from SEMARNAT, through its different administrative units, to carry out the following activities, in terms of the applicable legal provisions.
I. Collection of specimens, parts and derivatives of wildlife, as well as other biological resources for scientific research or teaching purposes (homoclave SEMARNAT-08-049)
II. Extractive use (homoclave SEMARNAT-08-023)
III. Carrying out public and private works or activities that, in terms of environmental impact, require authorization (homoclave SEMARNAT-04-002-A or SEMARNAT-04-002-B)
IV. Provision of services for carrying out recreational tourist activities, such as guided tours, including the non-extractive use of wildlife; to camp; overnight; recreation in land or water vehicles; as well as other field and marine recreational activities that do not require vehicles (homoclave CNANP-00-014)
11. A concession from SEMARNAT through its various administrative units will be required to:
I. Use, exploitation or exploitation of national waters, surface or underground (homoclave CNA-01-003 or CNA-01-004)II. Use, exploitation or exploitation of the federal maritime terrestrial zone, of the banks or of land reclaimed from the sea (homoclave SEMARNAT-01-001)
12. Those who intend to carry out the following activities must present a notice accompanied by the corresponding project to the Director:
I. Research with collection or manipulation of specimens of wild flora and fauna (homoclave CNANP-00-007)
II. Research without collection or manipulation of specimens of species not considered at risk (homoclave CNANP-00-008)
III. Environmental education that does not involve any extractive activity (homoclave CNANP-00-009)
IV. Filming, photography and capture of images or sound by any means, for scientific, cultural or educational purposes, that require teams composed of more than one specialized technician as support to the person who operates the main equipment (homoclave CNANP-00-010)
13. Within the limits of the Park, fishing will be carried out in accordance with the provisions contained in the LGPAS, its regulations, the applicable official Mexican standards, and respecting the zoning of the management program. Permits are required.
14. Visitors who carry out tourist, sports or recreational activities in the Park must comply with the provisions of article 198 of the Federal Law of Rights. Recreational tourist activities may be carried out only in the sites designated for this purpose and in the modalities established in this document. Park users must respect and abide by the guidelines for the use of campsites and trails established by the Park Management. It is the obligation of every visitor to collect the garbage they generate and transport it to the continent, for final disposal in the sites authorized by the municipal authorities.
15. Fishing, sports-recreational fishing, and aquaculture activities must be subject to the provisions of the LGPAS, its regulations, this program, as well as the other legal provisions applicable to the matter.
16. The execution of works or activities for the exploration and exploitation of oil resources within the Park is prohibited.
17. Aquaculture activities in the Park must be restricted to the in situ breeding of native species, in the places and with the methods authorized by the competent authority.
18. All current and future support infrastructure for fishing and tourism activities must have the corresponding permits, authorizations and/or concessions.
19. Throughout the park, it is prohibited to:
I. Change the land use of surfaces that maintain original ecosystems;
II. Disturb, capture, remove, extract, retain or appropriate wildlife and its products, without the corresponding authorization;
III. Establish or construct new works or infrastructure within the buffer zone, when due to their proximity or magnitude they directly or indirectly affect the core area of the Park or may cause cumulative or synergistic environmental impacts;
IV. Transfer specimens of wild species, without the corresponding authorization;
V. Transfer specimens of native populations from one biological community to another, without the corresponding authorization;
VI. Alter or destroy by any means or action the feeding, nesting, shelter or reproduction sites of wild species;
VII. Explore, alter or take possession of any object that comes from wrecks, during diving practices;
VIII. Feed, touch or make loud noises that alter the natural behavior of wildlife specimens;
IX. Introduce plants, seeds and domestic animals;
X. Introduce specimens or populations of exotic species;
XI. Damage, cut and burn native vegetation;
XII. Make inappropriate or irresponsible use of fire;
XIII. Throw, pour or discharge any type of organic waste, solid or liquid waste or any other type of contaminant on the islands and/or in the marine area of the Park;
XIV. Use loudspeakers, radios or any sound device that alters the behavior of populations or specimens of wild species or prevents visitors from enjoying the protected area, and
XV. Make use of explosives.
