Regulations Summary

Restrictions

1. Qatar has sovereign rights for the purpose of exploring and exploiting, conserving and managing the natural resources, whether living or non-living, of these waters.
2. Foreign ships may not carry out any military activities, hydrographic survey, marine scientific research, or any work related to underwater cultural heritage in the exclusive economic zone, except after obtaining prior permission from the competent authorities.

Allowed

1. Foreign persons or vessels require prior authorization from the Government of the State of Qatar before engaging in any fishing activities, exploiting marine or natural resources, or undertaking research of any kind.
2. Ships of all countries enjoy the right of innocent passage in the territorial sea of the country, and the passage must be continuous and rapid unless normal navigation conditions require stopping or anchoring.
3. The right to fish in the exclusive economic zone is limited to the citizens of the state, and others may not fish in this zone except with a license from the competent authorities in the state, in accordance with the conditions and restrictions set by them.
