Justification of the establishment of protected areas and its significance:
1. protection of natural areas in order to preserve biological diversity and maintain in the natural state of protected natural complexes and objects;organization and conduct of scientific research, including the maintenance of the Chronicle of Nature;implementation of environmental monitoring;
2. environmental education;participation in the state environmental expertise of projects and schemes for the placement of economic and other facilities;assistance in the training of scientific personnel and specialists in the field of environmental protection;
3. testing and introduction on the territory of the biosphere landfill of the reserve methods of environmental management, which do not destroy the natural environment and do not deplete biological resources.

Restrictions

On the entire territory of the reserve, any activity contrary to the tasks of the reserve and the regime of special protection of its territory is prohibited, including:
1. survey works and development of minerals, violation of soil cover, outputs of minerals, exposures and rocks;
2. commercial, sports and amateur hunting and fishing, other types of use of the animal world, except for the cases provided by the Regulations;
3. passage of unauthorized persons and vehicles outside the roads and waterways of common use;
4. approach to the territory and parking near the borders of the reserve of sea and river vessels, the intake of ships and other vehicles to the protected part of the mouth. Tyylaah-Yuryaryge along the current of the Bykovskaya duct, except in cases arising in emergency situations and to ensure the safety of people or ships and other vessels;
5. collection of zoological, botanical, mineralogical and other collections, except for the topics and plans of scientific research in the reserve;
6. overflight of helicopters and aircraft below 2000 meters above the reserve without the consent of its administration or the Ministry of Natural Resources of Russia, as well as overcoming aircraft over the territory of the reserve of the sound barrier;
7. other activities that violate the natural development of natural processes, threatening the state of natural complexes and objects, as well as not related to the implementation of the tasks assigned to the reserve.

Allowed

On the territory of the reserve it is allowed to carry out measures and activities aimed at:
1. preservation in the natural state of natural complexes, restoration, as well as prevention of changes in natural complexes and their components as a result of anthropogenic impact;
2. maintenance of conditions that ensure the sanitary and fire safety of people, animals, natural complexes and objects;
3. prevention of natural hazards (snow avalanches, stonefalls, mudflows and others), threatening the lives of people and settlements;
4. conducting research and environmental monitoring;
5. management of environmental and educational work;
6. implementation of control functions.
