Purpose
The following tasks are assigned to the reserve:
1. implementation of the protection of natural areas in order to preserve biological diversity and maintain protected natural complexes and objects in their natural state;
2. organization and conduct of scientific research, including the maintenance of the Chronicle of Nature;
3. implementation of environmental monitoring;
4. environmental education;
5. participation in the state environmental review of projects and schemes for the placement of economic and other facilities;
6. assistance in the training of scientific personnel and specialists in the field of environmental protection.

Regulations Summary
Restrictions
Prohibited activities and nature uses include:
1. actions that change the hydrological regime of lands, inland waters and marine areas;
2. exploration and development of minerals, disturbance of the soil cover, mineral outcrops, outcrops and rocks, bottom sediments of inland water bodies and marine areas;
3. passage and stopping in the water area of ​​the reserve by ships and vessels of third-party organizations, with the exception of cases provided for by the Regulations;
4. pollution of the territory and water area of ​​the reserve with industrial and household waste;
5. commercial, sports and amateur hunting and fishing, other types of wildlife use, except as provided for by the Regulations (collecting eggs, destroying nests, dens of animals, being on the territory and in the water area of ​​​​the reserve with weapons, dogs, traps, nets and other tools fishing, as well as with caught game or other animals, bringing cats into the territory of the reserve, being in the territory and in the water area of ​​​​the reserve with fishing nets, caught fish is equated to poaching);
6. collection of mineralogical, botanical, zoological and other collections, samples and specimens, except for those provided for by the subject and plans of scientific research in the reserve;
7. overflight of aircraft and helicopters below 2000 meters, as well as other aircraft, below 300 meters over the territory and water area of ​​the reserve without the consent of its administration or the Ministry of Natural Resources of the Russian Federation, as well as overcoming the sound barrier by aircraft over the territory of the reserve.
Allowed
Permitted activities and nature uses include:
1. preservation of natural complexes in their natural state, restoration, as well as prevention of changes in natural complexes and their components as a result of anthropogenic impact;
2. maintaining conditions that ensure sanitary and fire safety of people, natural complexes and objects;
3. prevention of dangerous natural phenomena that threaten the lives of people and settlements;
4. scientific research, including environmental monitoring;
5. conducting environmental education work;
6. implementation of control functions.
