Purpose
The conservation of marine resources with the objective of protecting the resources from internal and external damages, degradation and extinctions and to conserve, preserve, and protect Malaysia's Marine Park Biodiversity and at the same time to ensure that its resources are utilised in a responsible manner for the continued progress and socio-economic development of Marine Park Islands and the community.

Regulations Summary
Restrictions
1. The following restrictions apply to the MPA and its subzones (See p.45 of the managememt plan for the location of the different management zones), per the management plan:
a)The entire MPA is a no take zone - any form of fishing or extraction of resources is prohibited.
b) No high impact activities such as construction, mining or economic activities are allowed.
c) The Habitat Protection Zones are off limits to any human activities. Only persons and/or activities authorized by the DMPM are allowed in the area.
d) Boating, cruise ships, diving, snorkelling, surfing and windsurfing are prohibited in the Conservation Zones.
e) diving, snorkelling, surfing and windsurfing are prohibited in the General Use zone.
f) Sailing and cruise ships are prohibited in the Tourism/Recreationalzones.
2. Under the Fisheries Act, the following is prohibited in marine parks and marine reserves:
a) fishing or attempting to fish;
b) taking, removing or being in possession of any aquatic animal or aquatic plant or part thereof, whether dead or alive;
c) collecting or being in possession of any coral, dredging or extracting any sand or gravel, discharging or depositing any pollutant, altering or destroying the natural breeding grounds or habitat of aquatic life, or destroying any aquatic life;
d) constructing or erecting any building or other structure on or over any land or waters within a marine park or marine reserve;
e) anchoring any vessel by dropping any kind of weight on, or by attaching any kind of rope or chain to, any coral, rock or other submerged object;
f) destroying, defacing or removing any object, whether animate or inanimate, in a marine park or marine reserve.
g) carrying, using or possessing within a marine park or marine reserve in Malaysian fisheries waters any spring-gun, spear gun, spearfishing equipment, harpoon or suction gun; or any other kind of weapon potentially harmful to any aquatic plant life, aquatic animal life or to the coral reef structure.
h) using any weapon referred to in subsection g) from beyond the limits of the marine park or marine reserve and aimed at or directed into the marine park or marine reserve.
Allowed
1. Light non-motorized water sports such as kayaking and wind surfing, as well as recreational boating, sailing, and cruise ships, are permissible within the General Use Zone.
2. Recreational boating, diving and snorkelling at clearly marked sites, swimming, and surfing/windsurfing are allowed in the Tourism/Recreational zones.
3. Any other activities, including scientific research, require the notification of, and permission and/or authorization from the DMPM.
