Purpose

To protect fish habitats and populations in the area, which are very vulnerable to human disturbance and have very high conservation values. This core zone is absolutely protected and no changes are allowed due to human activities.

Species of Concern: sea turtles, bamboo coral, black coral, giant clams

Regulations Summary

Restrictions

The following activities are prohibited:
1. Extractive monitoring and research;
2. Boat moorings;
3. Marine tourism: beach recreation, diving, snorkeling, jet skiing, kayaking/paddling, surfing, kite surfing, fishing (catch and release), glass boats, sightseeing boats, whale and dolphin watching;
4. Fishing with any fishing gear;
5. Installation of FADs and stationary lift nets;
6. To capture, injure and kill protected biota (including sea turtles, sharks, whales, dolphins, etc.);
7. Marine and pond aquaculture;
8. Sea lanes for transportation;
9. Removal of live or dead corals;
10. Mining of sea sand;
11. Oil and gas seismic surveys;
12. Coal, gas and oil minings;
13. Disposal of waste and garbage, anchoring;
14. Construction of piers/harbors;
15. Logging of mangroves;
16. Deepening of sea lanes, or the dredging of the seafloor.

Allowed

The following activities are allowed:
1. Activities for the absolute protection of fish habitats and populations that include:
a) Protection of ecological processes that support the survival of species or fish resources and their ecosystems;
b) Protection and prevention of activities that may result in changes to the integrity of the area and its functions.
2. Tourist/fishing boats (max 2m draft, only passing).

The following activities are allowed, with permits:
1. Non-extractive monitoring and research;
2. Education on the maintenance and improvement of biodiversity (seagrass and reef ecosystems, biota);
3. Development for rehabilitation purposes.
