Regulations Summary

Begrensninger

The following deeds constitute contraventions, unless committed under such conditions that, according to criminal law, they constitute crimes:
1. execution of planning and construction works, of any kind, without authorization from the Reserve Administration;
2. sport fishing in prohibited zones or during prohibition periods;
3. collection or destruction of wild birds’ eggs, destruction of their nests or nesting places;
4. production, by any means, of intense noise in the nesting or sheltering zones of birds, properly signaled;
5. entry of light boats into zones with integral protection regime;
6. photographing or filming for commercial purposes without paying the legal fees;
7. hunting of wild birds permitted for hunting:
a) without paying the hunting authorization fee;
b) in hunting-prohibited zones;
c) during prohibition periods or exceeding the number of authorized pieces for hunting by the Reserve Administration;
8. non-compliance with speed restrictions on navigation routes within the reserve;
9. disembarkation of passengers or tourists in prohibited zones, except in cases of force majeure;
10. throwing waste into water, spreading on land, or depositing in unauthorized places of household waste;
11. camping in prohibited zones or in other conditions than those authorized by the Reserve Administration;
12. grazing on lands constituting the reserve domain, without authorization from the Reserve Administration;
13. collection or burning of reed, cattail, and hay from zones belonging to the natural heritage of the reserve, without authorization from the Reserve Administration, except for collection for the needs of the local population;
14. hunting or capturing small wild mammals permitted for hunting:
a) without paying the hunting authorization fee;
b) in hunting-prohibited zones;
c) during prohibition periods or exceeding the number of authorized pieces for hunting by the Reserve Administration;
15. deforestation of woody vegetation in zones belonging to the natural heritage of the reserve without authorization from the Reserve Administration or in violation of the authorized conditions;
16. collection, for commercialization purposes, from zones belonging to the natural heritage of the reserve, of forest fruits, mushrooms, medicinal plants, and aquatic organisms other than fish, without authorization from the Reserve Administration;
17. grazing in zones with integral ecological protection regime;
18. use on the Delta territory, in agriculture and forestry, of chemical products and administration machinery unauthorized by the Reserve Administration or in non-compliance with authorized conditions, regardless of the owner;
19. deterioration of natural or arranged banks, of land and vegetation by movement of machinery or execution of works;
20. cutting or damaging trees declared nature monuments or in zones with integral ecological protection regime, abandonment of machinery or assemblies in unarranged places, regardless of the landowner;
21. collection of plant species declared nature monuments;
22. hunting of roe deer and wild boars:
a) without paying the hunting authorization fee;
b) in hunting-prohibited zones;
c) during prohibition periods or exceeding the number and conditions of hunting authorized by the Reserve Administration;
23. hunting of birds and wild mammals protected by law;
24. use of toxic baits for poaching or destroying wild animals on the territory of the reserve;
25. entering with medium and large power vessels into prohibited zones of the reserve territory;
26. discharge from vessels of waste of any kind, except for those considered dangerous which are sanctioned according to Article 13 letter h);
27. industrial fishing in zones constituting the natural heritage of the reserve, without authorization from the Reserve Administration or in violation of the authorization conditions;
28. industrial fishing with trawlers within the coastal marine area, delimited by the 20 m isobath;
29. failure to immediately report serious accidental pollution by those who caused it to the competent authorities, as well as failure to take possible measures to limit their consequences;
30. industrial fishing during prohibition periods;
31. sturgeon fishing in Danube sectors on the territory of the reserve, without authorization or in violation of authorized conditions;
32. transport, storage, sinking, or neutralization of hazardous waste on the territory of the reserve;
33. organization and conduct of economic, tourism, and recreational activities in zones belonging to the natural heritage of the reserve, without prior authorization from the Reserve Administration;
34. pollution of waters and lands on the territory of the reserve through discharge of wastewater or spreading of waste resulting from economic activities.
