Egypt has sovereign rights for the purpose of exploring and exploiting, conserving and managing the natural resources, whether living or non-living, of these waters. The following restrictions apply:
- It is not permissible to anchor or operate boats in the prohibited areas for fishing, except in emergency cases resulting from weather conditions or a defect in the boat.
- It is not permissible to drive a fishing boat except for those who hold a certificate from the Department of Ports and Lighthouses proving their eligibility for this and from the Public Authority for River Transport for fishing in inland waters.
- It is not permissible to trap in the areas where it is prohibited to fish, or to fish with prohibited gear, and during fishing prohibitions determined by a decision of the Minister of Agriculture.
- It is not permissible for a boat to fish in places other than those licensed to fish, nor may it fish in an unlicensed way without the approval of the General Authority for Fish Resources Development.
- It is not permissible for the boat to have nets, machines or tools that are not licensed or prohibited for fishing, and no person may possess these machines and tools in or near the fishing sites.
- It is not permissible to fish, sell or possess fish or other aquatic organisms in a fresh, dried or salted condition, whose lengths or sizes are less than the lengths and sizes specified by a decision of the Minister of Agriculture.
- It is forbidden to take ornamental fish from marine waters except with a permit from the General Authority for Fish Resources Development.
- Fish may not be disposed of within lakes and inland waters, and no fish weighing tools may be located on the boat, with the exception of the High Dam lake.
- It is not permissible to fish with harmful, poisonous, narcotic, or deadly substances or explosives, and it is not permissible to fish with barriers, basins, mandarins, slips, or any type of dams and hedges.
- Without prejudice to what is stipulated in any other law, it is not permissible to throw or dispose of factory waste, pesticides used to combat agricultural pests, and similar toxic or radioactive materials in Egyptian waters.
- It is not permissible to collect, transport or possess fish fry from the sea, lakes, or other water bodies without a permit from the Public Authority for Fish Resources Development.
- It is not permissible, without a license, to use any boat for fishing, and no fisherman may engage in fishing unless he has a fishing card.
- Without prejudice to the rules regulating granting privileges related to the investment of natural resources and public utilities established by law, foreign fishing boats may not fish or be found in territorial waters, nor may fishing licenses be issued to foreign boats in Egyptian waters. Ships of any nationality are forbidden to discharge oil or oily mixtures in the territorial sea or the exclusive economic zone of the Arab Republic of Egypt.
