Brunei has sovereign rights for the purpose of exploring and exploiting, conserving and managing the natural resources, whether living or non-living, of these waters. Fishing restrictions, such as bag limits, seasons, and size restrictions apply.

Permission to do fishing or fishery resource research in the international marine water shall be registered according to the United Nation Convention on the Law of the Sea. Physical or legal person who has been granted fishing rights or fishery resource research in the international marine water shall respect the national and international laws.
The Fisheries Order of 2009 contains various restrictions, including but not limited to the following:-Fishing for lobsters during a closed time as declared pursuant to the Fisheries Order or without a license is prohibited.
-It is prohibited to use (or carry or have in one's possession) any explosive, poison, pollutant or other noxious substance, apparatus, prohibited gear or any other thing, for the purpose of killing, stunning, disabling or catching fish, or in any other way rendering such fish more easily caught.
-It is prohibited to possess or receive any fish that is a prohibited species under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
-No person shall fish for, disturb, harass, catch, sell or otherwise dispose of or take any aquatic mammal which is found in Brunei Darussalam waters.
