To be an integral part of the national integrated ecological and specialized biodiversity monitoring system and the European ecological network Natura 2000, which monitors, controls, and forecasts of natural system changes and to preserve the valuable aquatic ecosystem of the Curonian Lagoon.

Species of Concern: Twaite shad (Alosa fallax); Ziege (Pelecus cultratus); Asp (Aspius aspius); Atlantic salmon (Salmo salar); River lamprey (Lampetra fluviatilis); Bewick’s swan (Cygnus columbianus); Northern pintail (Anas acuta); Common merganser (Mergus merganser); Smew (Mergus albellus); Little gull (Larus minutus); White-tailed eagle (Haliaeetus albicilla); Great cormorant (Phalacrocorax carbo)

Economic and other activities in the Biosphere Reserve may not deteriorate the natural habitats and species, the conservation status of their habitats, and the conditions for the migration of migratory animals.
1. Throughout the Biosphere Reserve territory it is prohibited to:
a) to carry out economic or other activities if this would violate the hydrological regime and chemical composition of water, change or otherwise significantly worsen the condition of a protected natural habitat and species habitat;
b) to hunt water and marsh birds, except for the regulation of the abundance of great cormorants ( Phalacrocorax carbo ), carried out in accordance with the procedure established by the Description of the Procedure for Regulating the Abundance of the Great Cormorant Population;
c) to carry out commercial salmon and smolt fishing;
d). to carry out specialized fishing for voles;
2. Dredging and cleaning works of ports, piers and waterways shall be carried out in accordance with the Environmental Conditions for Cleaning and Dredging Works of the Bottom of Water Bodies for Shipping Needs.
In the restoration priority zone of the biosphere reserve, territories important for the protection of different species are distinguished, where different protection regulations apply
