In this subzone there is a high influence of groundwater and hence its environmental variability and high productivity, so it highlights the function of serving as breeding sites for many species (fish, crustaceans, mollusks) that find shelter and food there.
Species of Concern: seagrasses (Thalassia testudinum, Syringodium filiform), red mangrove (Rhizophora mangle), white mangrove (Laguncularia racemosa), black mangrove (Avicennia germinans), buttonwood mangrove (Conocarpus erectus), river crocodile (Crocodylus acutus), Caribbean spiny lobster (Panulirus argus), white ibis (Eudocimus albus), spoon-billed heron (Cochlearius cochlearius), white pelican (Pelecanus erythrorhynchos), moray egret (Ardea herodias), blue-winged teal (Anas discors), hawksbill sea turtle (Eretmochelys imbricata), loggerhead sea turtle (Caretta caretta), Atlantic green sea turtle (Chelonia mydas), leatherback sea turtle (Dermochelys coriacea)

The following is prohibited:
1. Opening material banks and extracting materials for construction, including sand
2. Aquaculture
3. Altering or destroying by any means or action the feeding, nesting, shelter, or reproduction sites of wildlife species
4. Capturing, removing, extracting, retaining, or appropriating wildlife, except for scientific collection and research, environmental monitoring, and promotion fishing
5. Placement and installation of artificial reefs and habitats
6. Placing lighting directed towards the sea and beaches, which alters the reproductive cycle of marine turtles, as well as their entry or transit; except for scientific collection and environmental monitoring
7. Construction of infrastructure except for that submerged for the aggregation, recovery, and/or shelter of marine fauna
8. Dredging, removing, or altering the seabed or causing sediment suspension
9. Establishing final disposal sites for solid waste
10. Sand extraction
11. Seagrass extraction
12. Interrupting, filling, draining, or diverting hydraulic flows
13. Introducing exotic species, including invasive ones
14. Fishing, except for promotion fishing
15. Carrying out activities for the exploitation or extractive use of any type of resource
16. Carrying out any activity for cleaning and bailing ship bilges
17. Low-impact environmental tourism, except for:
• Kitesurfing
• Paddle boarding
• Wildlife observation, through kayaks or flat-bottomed boats, and
• Sailing, windsurfing, or similar activities
18. Using explosives or any other substance that may cause alteration to ecosystems
19. Using lamps or any other source of direct light for the observation of fauna species, except for scientific collection and environmental monitoring
20. Dumping or discharging pollutants, as well as carrying out any contaminating activity.

The following is allowed:
1. Scientific collection of wildlife specimens.
2. Construction of submersible infrastructure, only for aggregation, recovery and / or refuge of marine fauna.
3. Environmental education that does not imply modifications of the original natural characteristics or conditions.
4. Filming, photography activities, image or sound capture.
5. Scientific research.
6. Environment monitoring.
7. Navigation.
8. Development fishing.
9. Tourism with low environmental impact, exclusively:
· Kitesurf, paddle board, sailboat, sail board or similar.
· Wildlife observation, through kayaks or flat-bottomed boats.
