Purpose
To protect this subzone for its high biological wealth, particularly in the marine area, where there is an exceptional abundance of giant oceanic manta ray, humpback whale, great wealth of shark species, and underwater rock formations. Here, tourism consists of recreational diving, both national and international.

Regulations Summary
Restrictions
The following is prohibited:
1. Altering or destroying by any means or action the feeding, nesting, resting or reproduction sites of wild species.
2. Harassing, chasing, riding, touching species of marine fauna and flora.
3. Construction of infrastructure.
4. Dragging and other invasive techniques on the seabed.
5. Generating nocturnal, temporary or permanent light emissions that alter the natural behavior of wildlife specimens.
6. Introducing specimens or exotic, invasive wildlife populations, as well as genetically modified organisms for the performance of any activity in the protected natural area.
7. Fishing.
8. Extractive use of species and populations of wild flora and fauna, except for scientific collection and extraction of natural resources to obtain food by the personnel officially highlighted in the protected natural area for administration and surveillance tasks.
9. Collecting or capturing specimens or their parts, their constituent elements, products or derivatives of terrestrial, marine or aquatic wildlife and flora of species under any kind of national or international protection as well as instruments or international treaties ratified by the Mexican State, or of commercial fishing importance within the limits of the National Park.
10. Dredging activities, removal of the seabed or any other type that generates the suspension of sediments or causes muddy or silty waters.
11. Exploration and mining.
12. Removing or damaging sea stacks, sediments and rocks of hydrothermal vents and hydrothermal areas.
13. Use of explosives.
14. Using jet ski and watercraft.
15. Using any sound source that alters the behavior of wild species, except for research, scientific collection and species recovery.
16. Pouring or discharging pollutants into the marine environment, as well as develop polluting activities.
17. Performing major maintenance of boats, cleaning of hulls, remodeling of boats and engines.
Allowed
1. Scientific collection of wildlife specimens.
2. Environmental education.
3. Filming, photography activities, image or sound capture.
4. Anchoring vessels in areas intended for this purpose.
5. Non-invasive scientific research.
6. Maintenance of existing infrastructure.
7. Environmental monitoring.
8. Vessel transit.
9. Tourism with low environmental impact.
