3.The alterations of elements and characteristics of special relevance;
4. Fishing and any other type of action on fauna, except when valid scientific reasons so advise;
4.The introduction of exotic flora and fauna except when it is necessary for the fulfillment of its objectives in natural, fauna or protection reserves or under special reintroduction programs of locally threatened or extinct native fauna.
